Ironically, months later I casted the i-ching again for the same matter... and hex 4 came out again... withe THE SAME changing line.....

I’m new to I Ching… literally asked a question for the first time and got 8… which you said is the one where I need to ask again… so I cast again (only 2nd time) and got 4… and told do not ask again… I’ve asked too much… lol

That can happen. Hexagram 8 says to do a casting on a related matter. If your follow-up question was not a well-chosen one; if it was too close to just being a repeat of the first question, for example, hexagram 4 might apply.
