Popular colleges will not be interested in fee negotiation. Colleges that are struggling to get students will be ready to negotiate the fees. You have to visit the college admission office directly with all originals (avoid agents). Ask for a discount in fees. They will ask you to pay an advance and confirm your interest in the college. During choice filling, you have to put that college as No. 1 choice (some colleges may do choice filling on your behalf).
