You either need to fill hose and housing before starting pump or add a foot valve at the end of suction

You have a leak on your suction side somewhere. Tip the pump back and pour water into the discharge while the pump is running full throttle. Kinda like forcing a prime.

You need to have the waterfillercap half open to bleed

Read the instruction, nothing wrong with pump. Pump on ground first.
