the parking authority where i live is all automated, they drive by in a car with a bunch of special cameras and license plate readers, then mail you your ticket
and you don't even know what you did wrong until 2 weeks after the fact

That's because the meters are not expensive enough. Street parking has a fixed supply, as opposed to garage parking, and street parking is more convenient so is usually considered more desirable, so it should cost more than garage parking.
