This is a glitch in LibreOffice, of which I have not yet found an answer to. Apparently only the Title/Content layout can be pasted onto your template. For another layout you'll need to insert items manually.
How do you get LibreOffice to treat it like a background? When I try this it's just treated like a normal picture so when I click on a layout the picture will shrink to fit in where a normal picture would go.

Start making your square area outside the bacground and than drag it to the right size.
when you saved it, did the text boxes remain in the new
template?
I did not use text boxes. But I presume they will be saved in a template. Otherwise, save them as a presentation.
