At the same time, Can We Use Android Phone as a "Video Recorder" and use Voice recorder as a "Voice" Connect each Other. For "Video" We Use Phone and For "Voice"We Utilize Voice Recorder.

internally, not sure, externally to record speakers, sure.

Yes you can record videos with the audio coming from the recorder.

The basic voice recorder Apps do not record in stereo. One free one for Android that does is Dolby On.
