So many things can lead to this, either your mesh is not properly dried before or after coating it. It's also possible that your dichromate is too much that is taking longer to get exposed or you stayed too long under the sun.
My questions goes thus: 1. Can the paper be thick (like card or cardboard) 2. How many minutes will it take to dry after applying the paper and putting kerosene or oil for printing? 3. Is it necessary to put glass at the back? Thanks...

I explained in details in the video. Anything you want to print must be in black while the white will be the fabric color.

You will expose the artwork with water. It's draining because I have not dried it after exposing it.

Did you say water is dropping? But you used kerosene for it
Water is used to expose it after you have mirrored the artwork on the mesh.
