I might be wrong but I think Last Stand is a perk, but it only becomes active at 10% HP or lower. I don’t think there are any skills now (as in pre 6.0 when they had to be trained from 0-100% over time)?

I played one match in the tier 10 ebr and deleted it. The handling is so bad. The lower tiers were terrible too. I can’t do it
