@@julioaguirre7181 Non Commissioned Officer. Its not a rank but a catchall term for Leadership Positions that have not gone through Offizier School. A leftenant is the lowest commisioned Officier rank. The lowest NCO is the Sargeant. NCOs earn their rank via promotion from Enlisted Ranks.
Chinese version is from Shanghai Film Translation Factory, the best in China I believe. But it sounds similar to wow style which is also from them, not that suitable for 40k.

Not at all. However, the original title of Caesar has been given the honorary title of Imperator since the times of Gaius Octavius Caesar Augustus. By that point Imperator was always immediately associated with the almighty sovereign, and less the simple commander or warlord which it previously referred to.
And since the origins of the german word Kaiser are much more linked to the honor of receiving the title 'king of kings as appointed by god('s messenger)' it feels weird to use it here, since this is much more Imperial Roman, than it is Holy Roman (though both are still equally applicable to the God Emperor and the Imperium at large).
