If nothing else, leaf litter will be an easy way to determine where old version generation stopped and new version generation started for this update for most surface biomes.
I just don't want to see it in such large mass and quantities scattered on nearly every block within a forest or grove type of biome. What I'm highly expecting is that these will intrude on placing blocks and will need to be at least hit or mined in quick succession to get rid of them. If that's the case, I don't want anything more than a small amount spread in a decent area otherwise it makes the uniqueness and difficulty of building in forest biomes without taking down trees and working with the biome/ land, far more of a pain. Especially if you prefer the old style method of transportation like I do of making dirt paths through biomes and forested areas as well as Minecart tracks set for destinations and different areas/builds in your world. Side note, think using leaf litter for smelting is just pointless. Far more obvious as a decorative item even combining it with pathway builds than a useless addition to use to smelt with.
