Yes, but most "chalky tpo" is actually usually a CSPE/Hypalon roof, which is an old roof type discontinued in 2010. Some TPO, mostly from 2001-2007, used a formula that would rapidly decay and turn to dust over time. This was because one of the main binders in the formula was unavailable, so new tpo formula were developed. With this in mind, there is no such thing as a tpo roof over 15 years old, because 15 years ago that formula was changed by every major manufacturer again. The easiest way is to send videos or photos. It's hard to explain how to tell over text.
Great question. I think the reflectivity of TPO is definitely something that gives it an advantage in dryer, sunny climates. Both are very durable and great options for flat roofs.
Both systems will handle exterior moisture ( from rain, snow or humidity) with ease. If you are referring to humid conditions inside the building (like a pool or greenhouse) - this is a matter of installing a proper vapor barrier and insulation. It seems counter intuitive but black EPDM membrane will actually hold up better to intense sunlight and heat than TPO.

When installing a flat roof with the buildings primary insulation “on the roof” versus in a attic space, a white roof increases the reflectivity of the sun and heat gain thus you are allowed to install less insulation by thickness. White roofs or roofs with white coatings allow a money savings on less insulation.

In Florida with hot climate what is the best waterproof system over concrete flat roof terrace?
If using TPO, is it best to get the THICKEST sheet possible?
No, not always. The thicker is also much more expensive. Similar to standing seam metal roofing.

some specific jurisdictions do. And yes the claim is about energy efficiency, and Urban Heat Island Effect reduction.
