    so how do i prove that the company i am subbing to is a small company, do I need there tax returns?

      You don’t. This is seen as a huge burden on the small business, SBA, and agency. The only thing keeping you from violating the rule is a 500,000 dollar fine if investigated and found guilty of non-diligence.
