Shimla expects snow from Dec till feb well, You will have to be in touch with weather reports. Best experience comes from upper Shimla. I mean Shimla as a district. Try going further away from touristy places.

No I was in Shimla from 24th Dec to 30th Dec 2019 no snowfall we went to Narkhanda and there we played in snow but no snowfall.
