It makes sense he was weak but id say hes TOO easy. They should've made the sheilds more protective so once the sheilds are gone his true nature of just being a big bully that is only powerful against the weak shows, he would have no more wall to hide behind.
It's fitting Sundowner's an easy boss - when you look at the people he fought before Raiden, you'll note Sundowner's basically a bully who specifically targets people weaker than himself - the Prime Minister of wherever-it-is, the kids he de-brained, etc. He's not actually tough, he just looks tough because he's really good at beating up those weaker than him. It fits his Darwinistic view on things - to him, violence isn't just acceptable but desirable: the strong kill the weak, and that's just how things work. But there's more to it. Raiden subverts Sundowner's ideas by...not pulling the brains out of children, not being a social Darwinist, etc. Sundowner's personal philosophy - his memes, as Monsoon would put it - is INCREDIBLY fucking weak, in that all it takes for him to be proven wrong is someone like Raiden, who's both more powerful than someone else and yet not exploitive of them. Not murdering people just because you have the chance to do so, not deliberately starting wars for entertainment/purpose, giving money to a homeless person, and basic human decency in general - that's ALL it takes to prove that Sundowner's ideas are utter bullshit.
