Back in the day, Nintendo had "Authorized Repair Centers" around the country." The shops would be identified by having the signage in the shop's window. These shops would be trained by NOA on how to repair their products. This was done to make it more convenient for the consumer to get their consoles, carts, etc. repaired instead of sending them to NOA HQ in Redmond WA.

I’ve seen an few of my neighbours which one wears coat pins like these on an summer and winter vest and three neighbours who have pins like these ones on their travel bags ( one so he uses them to identify their Labtop bag…) so it’s not just for leather vests….
