You’re right this is a totally missed opportunity. Being a history geek, I for one would’ve been psyched seeing how many cultures would’ve been tied to Atlantis, whether they be world influencing like the Norse or just isolated pockets of Atlantean tech gone wild like the Kraken was.
They canned the idea for the series and just slapped the three episodes they already produced into a sequel movie. Redoing the ending of the third episode to close out the story.

This movie is like 3 episodes of the Gargoyles world tour... And it kinda was. The series called Team Atlantis was cancelled after a whole season was recorded but only 3 episodes were ever animated, and they ended up packaged together as this film. One non-animated episode even featured Demona from Gargoyles, who would have been alive at the time.
Fun Fact: Greg Weisman wrote an episode that crossed over with his Gargoyles series called ‘The Last’. It starred Marina Sirtis as ‘the Garlois’, but it is Demona. Sheena Easton would also star as Fiona Canmore, the Hunter of her era.

Goes for a few of the disney sequels that just took three episodes and stitched them together into a movie. But, for what it was i think its really good. Yup, it sure looks like they planned this to be a TV series that has been later converted into a movie. The quality is definitely lower than the original movie, almost looked kina like a cheaper knock-off. As a sequel to such a great movie like "Atlantis: The Lost Empire", it seems very lacking, to say the least, and they deviated too much from the original movie. But I wouldn't mind at all if that was a TV series on its own ground, because the concept was indeed interesting. Speaking of sequels, though, there's one sequel that surprised me very positively: "Peter Pan II: Return to Neverland". You should definitely check it out if you haven't seen it yet. I like what they did with the setting, and music and animation was better than in the first Peter Pan movie.

One of the things that bugged me alot about this "film" is that Dr. Sweet's character design is off model. His lips got darker. Also the geometry of his head is off.
in case anybody doesn't know, Disney was going to make an Atlantis TV series, but due to their own stupidity and failing to Market Atlantis properly, Atlantis bombed at the box office, and the few episodes they already made they just smashed into a "movie" and called it a sequel.
