Not sure of the VMAs but have you heard of the criteria in New Artist of the Year in grammy? To be considered, an artist must have released a minimum of 5 songs already and did not have a mainstream "breakthrough" prior to the grammy year. Maybe her disney days were not considered as mainstream breakthrough as it's demographics is quite limited to some people only. So maybe the vma's criteria is kind of similar with grammy. Not a fan of her but as a fan of music in general and a follower of grammy, I really think she has a huge chance of bagging the award given the big time success of her song boyfriend
