There are definetely contratempo actions in dall'Agocchie, that is for sure- for example when he describes parrying directly in guardia di faccia / entrare while thrusting them in the face. However, the phrase "all in one tempo" gets used in other circumstances as well, connecting different moves together. So I think, it has a broader meaning. :)
