When they keys are ready and you’ve not sold your flat yet.

@@shawnchua6631if your hdb still has loan, your EC can't get up to 75% loan and therefore your bank won't disburse the money to developers

Actually you have to have a sizeable amount of capital to buy a four bedroom, be it upgrading or just first timer. HMU if need any advice :)
