I guess you could talk to your local license plate office to see if it's been titled recently. Outside of that you could try to contact the people it was sold to if you remember who it was and try to follow the paper trail.
Seems like you would be getting doubled screwed by paying more for a car that needs alot of things replaced. I mean if engine is siezed you're expected to leave it in the car and not ever have it running? Seems like that would greatly diminish the value of a car. A well maintained car is worth morr than a worn out one to me but old rotting and covered in blackberry bushes is what you want and are willing to pay more for then its a free country and thats why I live here.
