I don't see why this is confusing you. Diablo is a highest tier demon, stripped of anything barely humane. Garrosh, on the other hand, while being a complete asshole, believes in his heart that whatever he does, as hideous as it might be, he does for his people. That kind of conviction is what Hanzo probably admires. Plus, that Hanzo's quote about Grommash actually pushed the 'father' button in Garrosh right, unlike Taran Zhu did.

Hanzo and McCree do little quips at each other that maybe slightly suggestive or just teasing ["Getting tired Gunslinger?","Pretty handy with that Bow"]. But though majority of The Voice actors ship it.. it's all up to the Writers. Widow and Hanzo's reasons are because of their pasts too (Ex. Killing someone they loved), their marksmanship and the ways the are Similar to each other (idk the term for these kind of couples)[Ex. They're both edgy bitches who think they're higher than everyone else and wear something revealing on the chest line]. The problem Is with this ship is that Hanzo has to join Talon to actually know Widow more.. I can see he's curious as to see how Widow can shoot but that could be it and Let's not forget Widow's Heartless no emotion kinda deal. He just dropped his bow and kneeled/surrendered the fuck down and let Genji put his sword on his neck..He hasn't done anything good and has only done one thing bad and trying somewhat to forgive himself..
