Yeah! There is a volume noise material preset or you can make your own by hooking noise(s) up to the volume port in the output node. Apply the material to the environment object.

My motherboard is about 3 years old now. You should start looking at the newer generations of motherboards. A lot of them can hold more than 3 now.
