Ten Tec Paragon I 2 solder Sucked all the connections under VCO and resoldered. VCO now stable.

Lots of solder sucking off the traces and careful application of new solder.
Had very good lock.
Then I lowered the cage back onto the board as it was up about 1mm
and soldered on the bottom shield to the board.
This may have helped. But I caused a short in the VDO control line.
