Rick great question. Tall form simply refers to a single page taller than normal (1 page) letter head. In case of Infographics they are often longer than a page; they can be pretty much as tall as you need them to be to effectively express and visualize your data/story. For example in Visme we know of users with infographics short as 1000 pixels high and some approaching 7000+ pixels.

So bullet-point list with logos is a "no-go" (3:15), but if you put a guy in the middle - it's a "go" (5:30)? Looks like "5. Well-structured" part doesn't work too good with "3. Provide a new angle" part.
