I think its not worth to pay 100k in fee plus 48k in living expenses .plus you add 20 k in other expenses , he can get a job in canada for lets say 65k per year as a fresher he would still need to prove his skill to employers, it will take him more time to recover his money ,Computer scinece is becoming more of a degreeless , he should have done 2 year pg diploma plus not matter how good the uni is you need to learn CS on your own . he could have completed his degree in india for 20k and thn move to canada with 1 year pg diploma in his interested niche , that would have saved him alot money, the thing is if he has passion for computer science he can learn anythimg on his own if has great skill he will get job in canada and pr , I think its not worth to pay 150k , thats alot of money plus if he had done his bachelor in india he had more options to either gain work experience and also get a direct pr if not then he had the option to get 1 year pg diploma and get pr in canada in a 2nd tier provinces.It s my opinion no offense , btw i m from pakistan and i complered my bachelor CS .
