- The Philippines will purchase five patrol vessels from Japan amid growing tensions in the South China Sea. The deal will be financed through a Japanese loan worth about $415 million, the two sides announced on May 17. The deal is part of the Maritime Safety Capacity Improvement Project (MSCIP) approved by the Philippine government in 2023. The project aims to augment the capability of the Philippine Coast Guard to “respond to threats and incidents within the country’s maritime jurisdiction.” Japanese Prime Minister Fumio Kishida had promised the loan during his Manila visit in November 2023. At a ceremony in Manila, Philippine Foreign Secretary Enrique Manalo and Japanese Ambassador Kazuya Endo signed an agreement on the loan. Watch the video find out more.

I guess you didn't know that the Philippine Navy (PN) also lacks ships with decent range and endurance to patrol the Philippine EEZ.
Today, PN has like 6 ships (3 del Pilars, 2 Jose Rizal, 1 BRP Conrado Yap) that can effectively patrol the Philippine EEZ.

its an interesting buy but the problem there is that these ships are only 2500 tons at most while the Chinese coast guard operates ships as large 10,000 tons
its kinda hard to stand your ground when the people who are fighting massively outweigh you in every department

bigger ships are slower and harder to maneuver and expensive for maintenance, while smaller/medium ships are more agile and can response faster
Oh in case people don't know why Chinese have such big powerful cost guard ships. That's because they recycle their old retired military ships and take out all the weapons instead of scraping them. I think they only leave one gun for defense but that's it.

I wondered how the Philippines would be able to afford 400M USD patrol fleet when they can't even scrape enough money for human development in their capital. But if it's through a loan, I guess it's doable. I'm guessing it's a 50 year loan because I don't see how the Philippines would be able to afford the loan repayment for shorter period unless they scrap every other expenses.
