He is equivalent to Major General in Indian Army and Inspector General in Police (IGP) or Joint CP in Delhi Police.Also Joint Director in CBI and equal to Commissioner of Police in other cities. A very powerful post generally held by those who have cleared UPSC and very few from CGL ones. To reach this level one requires 20 yrs of service if cleared UPSC and for CGL ones maybe by retirement if joined in early stages of life.
@funny india47 I will disagree on that , my dad is working in Central Govt for over 30yrs He himself is sitting at Level 13 with 5yrs of service left , His many friends are JS now , it's only a matter of Good ACR and early joining. You can rephrase it by saying not all become JS to which I can agree because i have seen many Uncles and Aunties retiring on Director Positions (L13) but some among them rise.

@funny india47 that's why I wrote few among CGL btw those days there was no CGL pattern exam , SSC Assistants / SSC Inspectors exams used to happen like this. My Tauji joined as IT insp he is still a superintendent about to retire in 2yrs. Not all get what they never wished for but as I said earlier Batchmates of my dad got that too around 3-4 they are about to retire next or next to next year.

@@pavankumarvakulabharanam6717 he is under training posted as SHO ALIPUR OUTER DISTRICT he gave the upsc 2018 in which he got 632 rank and alloted DANIPS CADRE .See the mostly delhi police ACP live in police colony only where there flats are constructed he has got type 5 delhi police flat where there is 4 bhk and a servant room and the flat is bigger in size than this flat because in delhi police a so gets 3 bhk flat an inspector gets 4 bhk flat and an ACP gets 4 bhk with servant room but bigger in size there is a diiference between central govt flat and delhi police officer's flats that's why there are 4bhk in type 5
