When we conduct Cfa is it necessary to make both models in it I mean measurement model and structural model or only measurement model

When the literature doesn't provide any evidence whether IV has a positive or negative effect.
vif values should be less than 0.5 here u r saying less than 3.33
As per Hair et al. (2017) and many other references it should be less that 3.3
