Undertale is so genius with Chara. It is explicitly stated in game that YOU did genocide and Chara went along with it because of YOU, Chara is confused at the end of genocide if you don’t destroy the world because YOU did all that stuff, YOU made it seem like the right things, but now suddenly want to go back. Chara is even disgusted with you if you do multiple genocide runs. This is all clearly shown in a normal genocide playthrough. Luckily though, here’s a child which you manipulated and controlled to like and contribute to this when you were still the one doing it all. Hey, why don’t you just…blame it on them? Fanon doesn't seem to understand that sans is literally the weakest monster in the entire Underground. His attacks are only strong because of karma, which means attacks keep damaging you when they would otherwise only hit you once. A fight like Undyne the Undying or Asgore or even Papyrus could make a much more interesting final boss because they are stronger than sans, and with the karma mechanic they could kill Frisk in only a few frames

And reason why she thinks so is bcause she was all alone for a long time and didn't know that monsters long ago have lived there happily (or sort of) and they're just "dream" of once getting to overworld (In terms like we dreams so it w'be cool to one day come to another planet and actually found and befriend completely another spices or smt), to put it simply, she doesn't know they do not actually suffer or kind of for living underground. But all of this is still caused by a human, while she (or whatever the f) is defend herself and harmed monsters because was scared of, Chara also consider that it would be better that not only she "set them free" but she will be the one who killed them rather than another human. Also the reason why player do not takes any of stronger monters souls is because some of them are one way or another dear to Cahra and she would never allow a humans that she disguse take a monster soul in a first place for all another monsters (and well it would be against "free them" idea of hers). Just MAY be thinking of giving a second chance to humans, cause she "set everyone free" it is still a bad end to them, and knowing what a determined soul capable of, she might just give it a try. So she just waits when player will be ready to try again. Well u get the idea. Why she will not do this by herself? Why she passes six other humans? Well I can't parry this or similliar questions. May be it takes exactly determined sould (cause it is just refuses to die), may be its against the game rules like she is a ghost, a dead, like this. But she rewrites the game itself wtf u mean agains the rules? I dunno, its something I too wanna know about.
