I was in Lithuania in August. Their second city Kaunas is much better managed. Neo liberal goverment in Vilnius is simply awful. However it's a blead country and it needs to have one big city like Latvia ,Riga.

Kaunas is run by an undemocratic businessman and his family who still maintain their companies in Russia and tries to extract as many city assets for his family.
I cannot call it 'good'.
