P607 can be triggered by bad signals from faulty sensors. My daughter's Toyota Highlander had a wildly fluctuating downstream O2 sensor which gave P0156, P0157 and one P607. It went away after I installed a new sensor.
Best thing you can do it take it to a specialist because there is specific symptom codes it throws, you are right about what it could be but there is a whole plethora of different issues that can occur
2012 RAV4 82,000miles - pulled a P0607 control module code - no other codes. Each time I fiddled with my gas cap, the lights went away. Got a new cap, lights stayed off for three weeks maybe a month - lights came back on now. Battery, starter and alternator all checked out. Any other ideas? Car doesn’t seem any different with driving.
2008 Ford Focus just started doing after it got really cold out. Replaced the battery, but it still does it. Also, it cuts out the throttle when it happens (electric throttle) and don't want to stay running. Any ideas?

This started happening to me after I drove through a good sized puddle. (Deeper than I thought). I drive a 2015 Lexus is250 fsport and I’m pretty sure that smoked my o2 sensor after my catalytic converter. I’ll get back to you after I fix it.
got this now on a 2010 rav4, 2.5L. Battery good, o2 resistances match the resistance of 2 new sensors, cleared it and it's not coming immeditately back and driving it the 2 o2 sensor heater monitors set with no codes. pita !
@reyc3709 I changed the B1S2 o2 sensor. It was working but had some physical damage from rust I didn't see at first. Changed it and it hasn't come back so far. 🤞
I bump slash roll started my subaru and it caused this code. I think that it triggered this. I shut it off and restarted it seemed to fix it. I think i caused it by accident when I did that
The ECM controls the engine, while a PCM controls the engine and transmission. Basically, they are the same; just one does more. A vehicle with an ECM will rely on a separate module, the TCM, to control the transmission.

@mwsmith8384 Same exact thing happening here on a 2010. The code is making the check engine light, traction control light, and 4wd light all come on.

I took mine to the dealer and it was the A/F / o2 sensors. I replaced both of them and after $500 on parts and $200 for the diagnosis it is fixed.

Had the same problem with mine showed up oxygen sensors and module clear the codes been driving for a bit. Seems good now. Any update for your case?
