The entire Horizons album takes a completely different turn tonally around Devolution. From that song onwards it seems to embrace a witchy and darker tone, turning into a more horror inspired album. I guess it's to say that not every new horizons are a *good* change!
If you pay attention to the song, you notice that it turns into this story of realizing what's really going on. As before in The Breach, you follow the story of a couple and their child. In my opinion 2 things could have happened here. 1: After The Breach you follow the story of the father and son as they journey through what seems like a wasteland, as depicted in Echo from Divisions. Then in Devolution, the truth is revealed, maybe the mother comes back as something evil, or dead inside. Because right after Devotion you have Annihilated Love, which seems to follow this tone and direction. This is supported more in the song Disappear. Then finally, in Something Wicked, as a parallel to Macbeth, we could see a drastic change unfold in one of the characters. 2: After The Breach the story follows the mother, not actually being dead, but more of paralyzed. Then put into containment, with her then trying to escape(Icarus). Afterwords finally getting out, and seeing the beauty in whatever come afterwards(Earthrise). In Devolution she could then go through what the father and son went through, discovering the wicked truth behind the world they live in. Then being blinded or manipulated to think her lover is the enemy. Afterwards breaking free from control(Alchemy). Then continuing till Something Wicked, which the same type of ending unfolds. Over all, The Breach set us up for a 1984 type of story. Then giving us a very clear hint as to what comes next, which I can't help but be excited for.

Everything Dustin does is perfectly planned to flow along the lore. As a closer this will likely set up the next album.
