The sniper on the rooftop was ordered not to engage. They spotted the gunman before he shot 5 times and only then did the sniper from secret service shoot him! A bystander even warned them about the gunman and he was ignored!
I saw about that later. That it sounds like it's protocol to wait until a shot is fired to engage? If so, that is ridiculous. Also that it was outside the perimeter? Really? If it's reachable and within lone of sight, it should not be outside the perimeter.
@rivercityreactor no, it is absolutely NOT policy to wait until fired on, and at the very very least he should have been taken off stage and into the armored vehicle until the threat was neutralized!
