I have a conquest, pretty much the same. Took the pto off but the top pulley doesn’t drop down. How do I loosen it to slide the belt on? My tab is welded too.

@nathanlawrence514 spray with Blaster or WD40. Use a gear puller, if you have one or a prybar or a wedge.

How do you back out the 5/8 that holds the pulley on...where do you leverage to keep it from spinning

Using an impact drill works best.
