That sounds like you have a frame cap enabled or you're using a 60Hz TV and have vsync enabled. Check the game settings and also make sure in the Nvidia Control Panel you don't have Max Frame Rate set 60 Hz under Manage 3D settings. Also turn off Whisper Mode 2.0 in the Nvidia GeForce Experience settings.

I also use Rog Ally + Xg Mobile 4090 and set 1440p like you did in the video but the result is 60fps.

I don't want to test that. Usually without frame gen, it's slightly above half the framerate.
