I would argue that Riboku's Speech to the people of Seika should be up for consideration in the Hango Arc as well. Sort of like a mirror image of Sei's speech from the Coalition Arc, albeit with slightly less dramatic stakes. It's not like Seika was in danger of being attacked or anything but Riboku still had to rouse the people enough to abandon their neutrality and fight for a state they did not see themselves as a part of as best or outright detested at worst.
