Instead of telling them that they have been rejected, they should say to them that they are being moved to the next stage and need to report at x building. Once they are there, they are transported to a designated place before being put on the plane.
Having seen the civil servants who deal with this it is no surprise that they come here and refuse to leave.Its nothing to do with the government,they simply don't care
