Up to this point in the anime Senku does not freeze Tsukasa with the intention of him being resurrected later on. In fact, it was only until the most recent Dr Stone chapter that Senku and Tsukasa (who's been back for a while now) realize that petrification brings someone back to life. This is shown when Senku and co. petrified Hyoga and brought him back, where Tsukasa later confirms to Senku that Hyoga had actually died

Everything Senku has made up until now was made with a specific agenda, but it also ended up improving the lives of the village. Ovens to heat their homes in the winter, glasses to help them see better, electricity to power their lights, and now refrigerators to preserve their food. Even dynamite helped them dig out tsukasa's sister from hard rock.

it would take him years to decompose. honestly he could also suspend him in really cold alcohol. the point is to have enough of his body not decomposed by bacteria so petribeam can work its magic
Tsukasa died before they put him in the freezer, but with how the revival process works it'll be able to bring him back to life. When someone is revived, the stone is converted back into living cells and it appears that during that process it heals any nearby injuries and completely reboots the nervous and circulatory systems
Actually, Mario can break the bricks once he gets bigger because of the mushrooms. He just bounce back down ehrn he is in his base form, so he does gain power.

To expand a little bit on the general idea behind cryonics in real life and why some people choose to do it: throughout history, the definition of "dead" has changed. If you imagine a horizontal line, with 100% healthy on the left, and 100% dead on the right, over time, the point on that line where people considered you "dead" has moved right more and more, closer to true death. In the past if you got pneumonia, you were dead. Even while you were alive you were "dead" because there was no stopping it. Then it was like "if your heart stops you're dead" but now we know cpr and have defibrilators. What we currently consider "dead" may not be considered dead 100, 200, etc years from now, so if you preserver your body and your brain as best as we possibly can currently, so long as it's not on the 100% dead point, there's always a chance the point where society considers someone dead moves further right than the point that your body and your brain are at. At that point if they can thaw you out safely they can save your life. There may even come a point where humans figure a way to upload their brains into computers and you might not even need to be revived, you might just need to preserve your brain. There's one branch of people in cryonics that believe this to the point where when they sign up for cryonics they only sign their brain up, and say get rid of my body and just keep my brain as best you can, in case. With all that said, almost all cryonics places will go out of business before the point where they can revive you, based on historical precedent, so there's basically an infintesimally small chance it will work, but you're not gonna use your money once you're dead, so if you're rich, why not?
