Iceland is basically eliminating the problem and they haven't suffered.
Down Syndrome is a toss up with what you'll get. Most people, understandably, don't want to roll the dice.
All children place a burden on their parents. There's no need to increase the burden.

This is our ablest society. I am neurologically atypical I am ADHD and dyslexic. I also have a BA in psychology. I have the misfortune of knowing what the DSM V says about me. What if there was a test for me. I believe in a woman's right to choose. I believe that a person who is not equipped to be a parent to a disable child should not be one, but I do not believe we or any other neurologically atypical person is diseased. I have had the gift of knowing people with downs syndrome and feel blessed for that gift. Our world needs them. We could learn so much about love and acceptance from them.

The fact you can still love a mentally defecient child doesn't make such a genetic defect desirable to anyone. It's completely justifiable to opt out of such a birth outcome. Also, such behavior is cute in a child but tragic in an adult, a lifetime of dependency.

It'd probably be easy to prevent, stop having kids so late in age...
