Problem is with their budget. LOWER IT! Force them to reduce their amount of patrol cruisers and get their asses onboard every Light rail train, every problematic bus line. I grew up here and my whole life I've seen Metro Transit policing city streets faking it as MPD, preforming traffic stops and NOT THEIR JOB. But it would be difficult for them to do their job, which is on board trains and busses if they are instead driving around on city streets being mistaken as city police. If they stopped using every cruiser they have or the mileage they rack up slowed down, that would mean the longer it'll take for a justified budget increase to replace their whole fleet of cruisers. Which of course would cost more than the last fleet purchase.

Start holding these criminals accountable for their bad behavior on the light rail and city buses and maybe things will change.
