Honestly, every new iPhone has a few improvements. So if you can afford it, the 16pro is the best option, but again, for most people, the changes are so small that most people won't even notice. I wanted to get the 16pro, but it wasn't available at the moment from mobile operators, so I got the 15pro at a good discount and I don't think I was wrong because it turned out to be much cheaper than the 16pro. My humble opinion is that nothing spectacular happened when switching from the 13 to the 15pro, in my case it was better, but very little 😀
