Born and raised in San Jose on the East Side but not Yerba Buena East Side :). Low riders were a thing. Are the ones today still using hydraulics or have they gone to electric lifts?
You would think that's the case but several cities in Colorado have a huge lowrider scene especially Denver, Pueblo, Colorado Springs, Alamosa and Greeley. Lowriders have been cruising Colorado since day one.

Sweet paint jobs, zero wonder why they do not have these clubs where there is real winter weather. Low riders will not move on a foot of snow/ice!
