With the big spill. I have some speculation. Doom was the maker and the maker we see was a clone that he perfected. I believe he re created himself in 6160 as a diversion to test a theory of what a world without the fantastic four would be like. And since iron man of 1610 was incredibly relevant in his world he knew that he would have to cross paths and befriend tony in order to reconcile for the lack of Ironman who was deceased in 1610.
