It's like a can of soda or beer being opened. At higher pressures, like in a closed can, water can hold more stuff dissolved in it. When the pressure is released, the CO2 immediately forms bubbles and escapes. Is there an option to change the alcohol content of the oceans? Because it could be fun to turn the oceans into bud lite and see what happens.
He was also adding the mass of the co2 to the earth, rather than changing the existing composition of the atmosphere or oceans. Which I suppose is why he eventually made a black hole.
