Although you're right on the merits, I assume that you're unfamiliar with Europe, as most European countries (governments) recognize only civil marriage. That system was imposed by Napoleon, not only in France but also in much of Europe as part of his conquests, and many countries on the Old Continent have (unfortunately) retained it after Waterloo.

Monaco requires the same thing. Civil marriage first, then a religious one.
