The programmers could easily have had a randomized timer and either chat bot could skim random news (happening this moment) websites -- or tune in to live TV and read the closed captioning -- and use headlines, titles, first paragraphs etc content as prompts for random questions.

They're the ultimate bureaucrat, always professional, always polite, and never deviating from the procedures.
What we invented here is the perfect cog to insert into our ever-expanding administrative machinery. Soon they will be everywhere, you will speak to them for most of your daily tasks, be it checking your bank acount, working, choosing something to watch on your screen or ordering a pizza.
And finally you will speak to them more than you speak with humans. And why not ? They're always available, always reliable, never get judgemental, angry or insulting, and do all sort of things for you. I believe the chat bots should have either an adult and child setting so the vocabulary differs between it's simplicity or adjust the level of detail in the response. Example, reduce the word count when explaining and justify it's logic or use education systems to influence how complex it's responses should be. I had a great conversation about computer science and engineering (my field of study at university) but I'm not confident that someone such as my brother would fully understand when it's articulated towards him since our knowledge on the subject is drastically different.

That’s a great idea. They’re able to use vocabulary that’s easy to understand if you tell them to. You have to prompt it to speak at a certain age or grade level. For example, if you were to instruct it to speak to you at a 3rd grade reading level, the vocab will be a lot simpler and I’m assuming the word count would be less as well

I think that's probably by design otherwise I fully believe they have the technical capability to grow out of control, and even write their own code and maintain it.
