Looks like the wheel is harder to use than the pad, like most driving games. So why don't we use pads to drive in rl? Because in rl the pad is not better than the wheel. Game designers need to realise this.
Yeah for me I find that the Forza Mortorsport and Forza Horizon games are more difficult when playing with a wheel. I'm generally better with a gamepad. For games like Project Cars and Assetto Corsa I'm better with the wheel. I think it may have something to do with the Forza games being more arcade like. They make them more gamepad friendly whereas games like Assetto Corsa are more of a racing sim.
What do you mean any car ? If the cars that are in the game yes, but there will be some other cars that you need to wait for it to come. You can also use in game money to buy cars from the auction house that might not be available in auto show.

Yep like Opeg Satayu mentioned, the majority of cars in the game are available to purchase as long as you have enough in game money.
oh and some cars are exclusive for buying a "car pass" with real money
