Caroline one of her best friends basically told her that she was a horrible vampire, Elena didn’t choose to be one, Rebekah killed her. Damon told her that he’d never seen her more alive, he saw the dark in her light and showed her it was okay. Damon and Elena were just having a good time and when Bon saw she just made Elena feel even worse. And then Damon probably felt guilty for Bon being mad at Elena. And any other times almost the same thing happened it’s sad
Whether he turned Vicky out of boredom, pity or a mix of both it still was not his call to make he should of gave her a choice and let her know the good, bad, and ugly of vampirism and let her choose for herself just like he did with Charlotte And Isobel who chose to be Vampires knowing the deeds yeah.

Actaually, i don't think that he kill Vicky because of boredom. at the beginning of the series, Damon is portrayed as the evil one, the devil, the one with no morals or feelings who just likes to do evil. However, looking at what happened later and his entire motivation (rejected, treated as an inferior son by his father, later rejected by Katerina, betrayed and "turned" into a vampire by Stefan), it seems logical that Damon wants to take revenge. He's not bored and he's not a bad person, but he's lonely and embittered. He himself says that he hates being a vampire, that he misses being a human, but he knows that he can't go back to it (the episode when Rose dies) and the fact that Damon seriously does most of the things out of love for someone (first Katerina, then Elena, Alaric, Stefan). Even Elena herself says that Damon believes that everything he does is out of love. This means that he is emotional as hell and very unstable, childish (due to rejections and loneliness). so at the end he doesn't do it because he's bored, because he wants entertainment, but because it's a punishment for Stefan and Elene. The fact that he asks Vicky if Jermy is Elena's brother shows that he wants to hurt them. It is also possible that in some way he sees himself in Vicky - a pathetic creature - and thinks that turning her into a vampire who can kill, has an advantage over people, can turn off her feelings is something better. This would confirm his right to take revenge and do bad things. As a vampire, he is not human and does not have to follow human rules and morals. It's childish, but Damon thinks childish. Everything I wrote above does not mean that I am defending him or justifying him, but I simply believe that Damon is a more complicated character and his actions cannot be explained by boredom.
