Probably but the lines you hear in your mind still should be vocabulary in a certain style to be able to sound coherent to other musicians. So you're essentially still hearing "licks" in that sense. Maybe you got them another way, the result will be more or less the same.
The terrible memory is normal, count on only 5 to 10% of material that you practice seriously to stick. So: practicing 100 phrases with everything you have will net you about 7.5 phrases that you will actually use.

Talk to any really good playing jazz musician, not just silly UA-cam teachers, and most will tell you about the same!
