So remember when that one guy was laughing at the ships for having the Corvus? Saying it would blow over in the wind? Many believe the romans wouldn't have lost nearly as many ships in both storms if they didn't have the Corvus. Factor this and that carthage started developing ways to beat the corvus, and you have the reason they started removing them from their ships.

Basically you want Civilization but in an actual RTS format.

I love Civilization games, but I think Civ 5 was a little better than Civ 6 in a few ways, and there are a couple of ways I'd tweak it to make it more like RTS in a few situations:
      1) Until the Modern Age in Civ games, it'd be pretty easy to conduct battles in real time.
      2) Science victories shouldn't be so strongly tied to cities' populations.

Hannibal Barca is arguably the greatest military leader of the ancient world. Many military historians even rank him above Alexander, since Alexander inherited the completely trained army of his father Philip II of Macedonia.
Hannibal is the only military leader in history to ambush and annihilate an entire army (Battle of Lake Trasimene).
Hannibal lost around 2000 men, while Rome lost their entire force of 25,000 men.
Hannibal operated inside Italy for 15 years after crossing the Alps, and the Romans ended up refusing to face him in battle. The only reason he left Italy was because he was called back to Carthage when Rome decided to attack that city instead of facing Hannibal.
Hannibal was ultimately defeated at the Battle of Zama, but even then the only reason he lost was because one of his most trusted generals was bought off by the Romans, and changed sides in the middle of the battle.
Roman general Scipio Africanus (who defeated Hannibal) grew to hate Rome, and at the end of his life refused to be buried there, and left this epitaph - "“Ingrata Patria, ne ossa quidem habebis”- (translation: Ungrateful fatherland, you won’t even have my bones.)

Eh, it's artistic license. He also had pre-Columbian Old World Italians throw tomatoes in the War of the Bucket episode.
